PLANNING COMMISSION MEETING
JANUARY 15, 2009
RIO BLANCO COUNTY ADMINISTRATION BUILDING
MEEKER, COLORADO


A scheduled meeting of the Rio Blanco County Planning Commission was held on Thursday, January 15, 2009 at 7:00 p.m. at the Rio Blanco County Administration Building in Meeker, Colorado.

Chairman, Travis Day called the meeting to order.

Five members of the Commission were present: Bud Miles and Travis Day. Participating via video teleconferencing were Oakley Hopkins, Tim Winkler and Dave Raley. These members constitute a quorum. Other parties are listed on the attached roster.



ELECTION OF OFFICERS


Chairman – Bud Miles nominated by Oakley Hopkins and seconded by Tim Winkler. Approved unanimously.

Vice Chairman – Tim Winkler nominated by Oakley Hopkins and seconded by Dave Raley. Approved unanimously.

Secretary – Travis Day nominated by Oakley Hopkins and seconded by Bud Miles. Approved unanimously.



Conditional Use Permit 08-5 - Greg Tannel


Greg Tannel and Debbie Dodge were present to answer questions regarding CUP 08-5.

The applicant is requesting a conditional use permit to operate a rifle business on his property located in T3S, R94W, Sec. 5, 6th P.M., off of Hwy 13.

Oakley Hopkins made a motion to approve Conditional Use Permit 08-5 with the following six conditions:

1. Quality of driveway shall be maintained to adequately handle emergency response vehicles.
2. Applicant will comply with all applicable portions of Sections 244-245 of the Land Use Resolution, as stated above.
3. If outdoor lighting or signage is planned, now or in the future, applicants shall comply with Section 269 (Illumination and Lighting) and Section 271 (Standards for Signs) of the Rio Blanco County Land Use Resolution.
4. If, in the future, the business expands into retail, applicants will need to address CDOT access off of Hwy 13 and additional parking.
5. Review and approval of any changes shall go before the Planning Commission and Board of Commissioners as an amendment to this conditional use permit.
6. Applicant shall follow recommendation #1 from the Colorado State Forest Service in regard to Defensible Space Standards.

Tim Winkler seconded the motion. Roll call vote: Oakley Hopkins (yes), Travis Day (yes), Bud Miles (yes), Tim Winkler (yes) and Dave Raley (yes).


Conditional Use Permit 08-6 - Doug & Shannon Moody

Doug and Shannon Moody were present to answer questions regarding CUP 08-6.

The applicants are requesting a conditional use permit to construct a father-in-law dwelling on their property located in T1N, R94W, Sec. 8, 6th P.M.

Oakley Hopkins made a motion to approve Conditional Use Permit 08-6 with the following three conditions:


1. Quality of driveway shall be improved to adequately handle emergency response vehicles.
2. The applicants shall comply with Section 261 (Weed Management) upon the completion of the construction project and Section 269 (Illumination and Lighting) of the Rio Blanco County Land Use Resolution.
3. Applicant shall follow recommendation #1 from the Colorado State Forest Service regarding Defensible Space Standards.

Tim Winkler seconded the motion. Roll call vote: Oakley Hopkins (yes), Travis Day (yes), Bud Miles (yes), Tim Winkler (yes) and Dave Raley (yes).


Conditional User Permit 08-4 - Mike Mitchell

Jerry Belland was present to answer questions regarding CUP 08-4.

The applicant is requesting a conditional use permit to add an additional residence on his approximate 1,900 acre ranch, located in T3N, R92W, Sections 24, 25, 26, 34, 35, & 36, 6th P.M.

Oakley Hopkins made a motion to approve Conditional Use Permit 08-4 with the following five conditions:

1. Quality of driveway shall ensure access for emergency response vehicles.
2. The applicants shall comply with Section 261 (Weed Management) upon the completion of the construction project and Section 269 (Illumination and Lighting) of the Rio Blanco County Land Use Resolution.
3. Use of the cabins shall be as a rental, guest or employee units only.
4. Review and approval of any changes shall go before the Planning Commission and Board of Commissioners as an amendment to this conditional use permit.
5. Applicant shall follow recommendation #1 from the Colorado State Forest Service regarding Defensible Space Standards.


Dave Raley seconded the motion. Roll call vote: Oakley Hopkins (yes), Travis Day (yes), Bud Miles (yes), Tim Winkler (yes) and Dave Raley (yes).


Special Use Permit 09-01 - Williams Exploration and Production

Continued to a special meeting on January 21, 2009


No further business Bud Miles moved to adjourn the meeting.
