Insurance

All motor vehicles must be insured before they can be registered.

If the state computer records indicate your vehicle is uninsured, you must provide proof of insurance in order to register your vehicle. Our office must verify insurance with ONE of the following:

  • Current insurance card on the vehicle
  • Insurance policy, declaration, or binder
  • Letter from your insurance provider on company letterhead
  • Proof of self-insurance on the vehicle or owner

Temporary Permits

Temporary registrations ($6.22 each) are issued for up to 60 days to allow time to complete the paperwork necessary for titling or to allow the purchaser of a vehicle in Rio Blanco County to transport the vehicle to their home outside of the county. The purchaser must provide the original assigned title or a bill of sale and a registration from the previous owner. Permits cannot be issued to vehicles that are being transported into Rio Blanco County. These must be obtained from the county in which the vehicle is being purchased.

Homemade Trailers

A Homemade Trailer ID number is required when an individual assembles a trailer from either a kit or materials on hand. The builder must supply the following information: length, width, weight, value, type of trailer, and any receipts for materials purchased.

A DR 2409 (Statement of Assembly of Homemade Trailer and Assignment of Trailer Identification Number) must be completed by the owner in our office. The ID number assigned is affixed to the front part of the metal frame of the trailer. The trailer ID fee is $3.50. Upon completion of the DR2409, title and plates for the trailer may be issued.

Persons with Disabilities Parking Privileges

Disability plates and placards are issued to a vehicle or individual upon submission of a completed
DR2219 (Application for Persons with Disabilities Parking Privileges). This form must be filled out and signed by a physician. Handicapped parking privileges are available only to persons meeting the qualified criteria stated on the back of the DR2219.

Three types of registration are available:

  • Permanent License Plates - Fees are calculated the same as a standard plates. The disabled person must be a registered owner of the vehicle.
  • Permanent Placards (hang tags) - For persons with permanent disabilities who own more than one vehicle or do not own their own vehicle. The placard is to be hung from the review mirror inside the car, in which the disabled person is riding, while parked. This must be removed while the vehicle is in motion. The placard may be moved to any vehicle.
  • Temporary Placards - are issued to persons with a temporary disability for a period of up to 3 months.
These may be issued in the following combinations: (1) 1 set of plates, (2) a set of plates and a placard or (3) 2 placards.

Residency Requirements

Colorado requirements for residency are as follows:

  • Own or operate a business in Colorado.
  • Gainfully employed in Colorado.
  • Reside in Colorado for 90 consecutive days.
Colorado law states that, upon establishment of residency, you have 90 days in which to register your vehicle

Exceptions:
  • Military personnel, on active duty in Colorado and claiming another state as their home state of residence, may retain valid out-of-state plates.
  • College students, temporarily residing in Colorado and claiming another state as their residence, may retain valid out-of-state plates.
  • Non-residents employed in Colorado who commute daily from their residence to their place of employment within Colorado may retain valid out-of-state plates. This is restricted to only those states entering into a reciprocal agreement with Colorado (Utah, New Mexico, Wyoming, Kansas & Nebraska)
