Rio Blanco County has adopted the 2006 International Building, Residential, Plumbing and Mechanical Codes and is a member of International Code Council (I.C.C.) formerly International Conference of Building Officials (I.C.B.O.)

Rio Blanco County requires all residential homes to be built on a permanent foundation, this includes manufactured/modular homes. Instructions for obtaining a building permit include minimum requirements and snow/wind loads.

Rio Blanco County uses the following permits:
Building Permit Application Part 1 Building Permit Application Part 2 (includes Manufactured/Modular setup)
Septic Permit Application
Road and Bridge Right of Way Access Permit (Contact the RBC Road and Bridge department before you begin your building project to see if this application is neccessary)
Colorado State Electrical Permit (This application should be submitted to the State of Colorado, not the Building Dept.)
Temporary Office and/or Temporary Living Quarters Application
Temporary Building(s) 1-3
Temporary Building(s) 4-6
Temporary Building(s) 7-10

It is a good idea to check with the Building Department before beginning any project to make sure that the proper permitting is done.

Rio Blanco County building permit fees are decided by using the building valuation data that is set by I.C.C. Average costs and a regional modifier are used to evaluate a closer total valuation cost per project. Manufactured/modular homes have separate fees, which include the cost of foundations.

Rio Blanco County requires plumbers and electricians to be registered contractors with the State of Colorado.

Rio Blanco County requires anyone doing installations, repairs or upgrades to any type of Individual Sewage Disposal Systems throughout the county, be licensed in Rio Blanco County and have their name/business on file with the Building Department. Installers will be required to take an open book test (test and licensing are free) based on information in the Rio Blanco County Individual Sewage Disposal Systems Regulations. Interested parties can obtain a copy of the test and regulations during regular office hours at the Building Department, 317 East Market St., Meeker, Colorado or at the Rio Blanco County Annex, 17497 SH 64, Rangely, Colorado.

Rio Blanco County collects a 3.6% Sales and Use Tax on all materials purchased out of the county on each project, including septic systems. This also includes pre-fabricated manufactured/modular homes that are brought into the county.
